First, I don't expect the Bears to draft a QB. Their fans chanted for Fields at their last home game. It's Bears tradition to hate their own QBs. Chicago is a bad weather playoff site, so Fields would be a better option than the Top 4 draft rated QBs. They can trade either of their two 1st round picks, and even stay in the 1st round afterwards. No GM can refuse that much 'eye candy.' Fields will not be available.
But... there are 2 vet QBs who might be available and could get the ball to Adams and win enough games to make the playoffs in 2024.

Zach Wilson, Jets. Former 1st round pick. So, he's no riskier than a 2024 1st round pick QB. And he got a raw deal in NY. Their o-line sucked bigtime. Rodgers would have gotten killed eventually, but the o-line was so bad it happened in the 1st quarter of game #1.
Wilson does not deserve to be dumped because the Jets are stupid. No other Jets QB besides Rodgers could have succeeded, with a roster of Rodger's over-the-hill buddies. I watched a Wilson highlight video, and my conclusion is that I was correct when pre-draft I called Wilson a 'possible' Raiders QB.
I'd give up to a 2nd for Wilson, but I doubt that he'd cost that much. And Renfrow would make a good Rodgers WR, so I'd gladly trade him to the Jets instead of Adams.

Sam Howell, Commanders. He was a 5th round pick. I watched a Howell highlight video, and my conclusion is that I was correct when pre-draft I called Howell a 'possible' Raiders QB.
Howell could be cheap if the Commanders trade him. I'd give a 4th round pick for Howell, maybe a 3rd. Howell played better than his o-line. He took a lot of sacks. He looked like a good red zone QB. His drawback is that he runs for first downs and TDs but doesn't slide - he reminds me somewhat of the Bills QB.
I would be happy to go into 2024 with Wilson and Howell as the QB duo - either guy could be the starter or the back up.
If Mark Davis is "all in" in 2024... then these QBs are as good as the Raiders could get based upon the likely vet QB market.
O' Connell would not be able to beat either of them out, so that validates my choices.

[also, GM Ivan would try to trade out of the 2024 1st round completely. This is the worst year of the last 20 years to be drafting in the 1st round. Covid has created draft players who are older than average and more 'seasoned' than average. Then, to exacerbate the problem, some picks will be making more in NIL money than they get paid by their NFL rookie salary.
Just say "No!" to the 2024 draft first round.]
