Packers have backed themselves into a corner. Rodgers can't come back. Only a few teams can offer more than one 1st round pick and be a playoff likely roster.
49ers are the best option. They've got an extra QB - a former 1st rounder - who might interest Packers. No other team can offer up a (paper tiger) QB for Rodgers.
I still predict that the 49ers trade for Rodgers and send the Packers a boat load. Jets can't offer enough. Titans haven't got anything to give. Dolphins are stuck with Tua because he won't retire.
Where else can Rodgers go that both interests Rodgers and gives a boat load to the Packers? Why play in a division with Mahomes or Allen? Low odds of success.
Raiders can't afford him.

What Rodgers costs for a year isn't the issue. It's what he actually costs once all the cap hits come through. He's essentially either one year for about $60 million or two years for $110. You can kick the cap impact down the road a lot and the cap hit for 2023 can be just $16 million, but it will come due in future years. If the Raiders had been hitting it out of the park the last few drafts and had mounds of young talent on the cheap than picking up Rodgers for a couple of years would make perfect sense. $55+ million a year for a guy coming off a year with a significant drop in performance? No thanks. It might be tempting for a team like the Jets that already has a top defense but there are too many questions for the Raiders to make an all-in short term move like that.

I never liked the trade for Adams, because I thought we needed a lot more than a WR and because it just seemed like a move to prop up a self-doomed QB. But now that we have him it would be stupid to move on from Adams and give the more deserving next QB less to work with than the last guy had. Mark has the money. He has grown the free cash flow & the franchise value. We are a top 10 enterprise in the NFL in terms of franchise value. 30 or 50 million dollars he can pay it plus the bonus required to pull this off. Now whether it fits the football plans of Z&M is a different matter. BTW, if Brady or Rodgers come to the Raiders, the fringe fan of the NFL will come too. From a Las Vegas entertainment perspective think of Raiders as a show that attracts the floating population that comes to gamble & watch entertainment shows.
