I wouldn't be surprised if Jacobs wants the biggest RB contract. I wouldn't blame him for wanting that either. I also wouldn't give him that. The Raiders should just give him the non-exclusive franchise tag and be willing to make a reasonable offer and see where that goes. It can work out well for the Raiders if he plays under the tag, or if he signs a reasonable but strong deal, or if he's traded. The team is in a good spot, because he's easily worth the tag amount for a year.

I don’t think the tag works in his favor. He would be better off negotiating a multi-year deal with guarantees as if he gets injured or his play goes back to his career norm he’s not likely to get a 2nd season on the franchise tag and will not likely see that kind of money in free agency. Sitting out isn’t really an option as RB’s careers are too short to miss a season (Bell sabotaged his career sitting out). Being a malcontent and missing camp doesn’t really help him because he’s on a one year prove it deal and can’t afford a down season which would likely happen if he misses camp and pouts. Raiders ran the hell out of him. Nobody else will do that with him.
Raiders offer might be the highest offer. He's not elite. Only Raiders fans believe that story.

Ironically, most the time when he talks about Jacobs, he compares him to Earl Campbell or Marcus Allen. But interestingly enough, through four seasons:
Marcus: 4638 rushing yards, 44 TDs on the ground
Earl: 6457 rushing yards, 55 TDs, on the ground.
Josh: 4740 rushing yards, 40 TDs on the ground
Where Marcus separates himself is his receiving. Marcus was targeted a lot and caught most every ball thrown his way. Earl was a terrible pass catcher and they just never bothered to throw to him as a result. Jacobs is a great pass catcher, catches most the balls thrown his way, but the QB was not a great passer to the RBs no matter who was on the field.
So Jacobs is no Marcus Allen and he is no Earl Campbell. But he was elite last year. All Pro honors were justified. Ivan just cannot admit the truth
