This seasons offense will be new to both the QBs. It will require both of them to hit the books. Around 2/3 of the QBs in the league that started last year had played for their team 2 or less years. And one of the one's who had played for their team will be starting for a new team next year. And Garner was the back up. And a backup moves from team to team even more frequently. Garner has not missed a season because he was not wanted. You are adding two players to the list because they are not going anywhere. Which is odd because you didn't take the players off the list they did leave somewhere.
